Human Resources
It is the mission of the Zuni Public School District (ZPSD) Human Resources Department to provide effective human resource management by developing and implementing policies, programs and services that contribute to the attainment of ZPSD and employee goals by:
- Properly balancing the needs of the employees and the needs of the District.
- Ensuring a diverse workforce in a safe and discrimination- and harassment-free environment by maintaining compliance with employment laws and government regulations, providing management and employee training, and developing policies and procedures.
- Providing training and development in areas of effective leadership and career development of employees, employment law and government regulation, and litigation avoidance.
- Hiring the most-qualified employees by preplanning staffing needs, ensuring an effective internal interview process, increasing company visibility in the employment marketplace, identifying the best and most cost-effective recruitment sources, and conducting thorough reference checks.
- Retaining our valued employees by assuring effective leadership qualities in our managers; providing competitive wages and benefits; furnishing technical, interpersonal and career development training and coaching; conducting exit interviews and supplying relevant feedback to management; and enhancing two-way communication between employees and management.

Fluett Tucker Simons
Director of Human Resources
Fluett Tucker Simons was born and raised in this area; he grew up in Ramah where he went to high school. After high school he worked construction for a year and then left to serve a two-year Mission for the Church of Jesus Christ of Latter-Day saints in Santiago Chile. He then went to Eastern Arizona College and met his beautiful wife, Jade Simons. They moved up and down the west coast for a couple of years before returning to New Mexico where Tucker went to NMSU to finish his double major in Psychology and Spanish. In the fall of 2010, he took his first teaching position as a special education teacher at Ramah high school. Then went on to get his Masters from NMSU in special education. In 2016, Tucker took another position at Pine Hills Schools where he was able to grow as an educator and as an administrator. In the summer of 2022 Tucker decided to come to Zuni and join the Human Resources and administration teams at Zuni Public Schools.
Tucker currently lives in Ramah with his and three children. They enjoy being amateur cowboys/farmers as well as outdoor activities such as camping, hunting and ATV riding. Tucker also enjoys sports and spending time with friends and family.
